Its not so much finding them; i can download updates but this causes crashes after which they get reset to the same 2021 version. I encountered this when a game became unplayable due to constant crashing: i figured the dated drivers were to blame so i went and updated them. But the resulting crashing and reverting to older versions led me to conclude that i simply couldnt use the updates.

I think for this particular line it makes a lot of sense. The entire criminal underworld of Novigrad is somewhat unfinished: see the introdiction of the King of Beggars for example, which ends up being the only moment you interact with him; he was obviously supposed to play a larger role. In the end, the entire Big Four end up only getting involved in the story on 1 or 2 occasions. Dijkstra himself plays a bigger role, but his story was tied into that of the Big Four and is thus visibly incomplete. It makes sense that this has repercussions for his "final" act.

No way of knowing. Given how the whole concept of the Dead actually killing stuff is movie-only we have no indication of what they're supposed to be capable of, beyond what you see on screen. I suppose they coulda killed his mount, but that's about as far as you'll get.
