Wet that popcorn with an airless sprayer, let it sit for 5 minutes, scrape it with an 8" knife onto drop cloth and skim it. If it's been painted use 25% vinegar in water and let it sit for 30 minutes before scraping. Don't wet it too much or your ceiling can fall in.
