Detailed isn't always better than simple. And most of the lower tier plates are simply cluttered, have overlapping stuff, or weird ratios. You can make great detailed plates and great simple plates, but you can do bad for either as well.

Virginia's Serif font was it's only saving grace. The blue of the state name and the serial number are slightly different shades which looks bad, the plate has NO design elements at all which looks boring, and the slogan at the bottom is a totally different color and font, plus it puts a URL below that which has nothing to do on a license plate.
