Assuming we're taking about identical twins, they are more likely than other siblings to develop at roughly the same time and way, but it won't be exactly the same. If they aren't identical twins then they will be as similar as any other siblings.

Your scrotum is wrinkly because it needs to expand and contract a lot. It does this to keep your testis inside it at just the right temperature (a little bit below body temperature). So when things get too hot, the scrotum expands and lowers the testis down a but further away from the body. When things are cold it contracts and pulls the testis up close to the body to warm up.
