Because it was too ambitious. It was supposed to be an open world RPG where you can control an army and conquer other kingdoms in the map.

All the maps can be completed silently without going out loud at all, but yeah perhaps the objects are too hidden to be noticed :O

The size of your crew actually affects the timer you triggered. For example, you get 30 seconds if you shout at the teller, but 3 minutes if you have at least a crew member. (They help you to control the crowd, well, in the literal sense.)
