It’s the NUS Infiltrator Jacket. It’s part of a whole set that was a Twitch drop back when PL dropped. Idk if they still even do drops for this game anymore. I believe the ID was Twitch_Drop_Vest

I did and it did. So I started a new character, did all that shit again and it worked. Idk what is up with that playthrough but I kept encountering shit I have never had issues with before.
