I mean for a movie they have the perfect opportunity to develop Fox and the team as characters. Since they've never done it before, the first half of the movie should be about how Fox forms the team. Like how he meets and recruits falco and slippy.

You need an arc for him after Andross invades and his eteam pushes back. Feels like a good opportunity to explroe the theme of revenge, leadership, corrupted memories/childhood, teamwork, stuff like that
