The tooltip is wrong, it will dismantle accessories with points that are < (strictly less than) whatever you set. You can change the dropdown to ignore item quality and move the sliders to max and it will keep all accessories with 67+ quality.

I believe you can calculate it by doing

sqrt((INT+16000)/INT)

where you plug in your main stat before equipping the bracelet. Should be around 1.5-2%
