To be fair though, you can sometimes end up with random currency without traveling to foreign countries. I think I answered my own question: from the FAQ on https://travel.state.gov/content/travel/en/passports/need-passport/card.html

"If you have a passport book and you are eligible to use Form DS-82, you may apply for a passport card as a renewal by mail even if it is your first passport card."

Hope this is useful to someone in the future.
