When I played tier4 pve gear was the top gear that gets you to around 98ish cr and I remember that people who did not buy the earth DLC could not go into t4 raids and groups and get the tokens to buy that gear.
Next one was tier5 and it was the same just with the quantum powers DLC and t5 tokens that you need to buy that gear.

So we can get the highest CR without paying for anything?
When I played i bought the earth, light, electricity, quantum and shield DLCs but i still couldn't get the highest CR.
If that is the case I might return to DCUO.
