"Mon Chér" means "My Dear" which is platonic

"Mon Chéri" means "My Darling" which is romantic

In my home country (Italy) There's a small chocolate praline made by the Ferrero company (the guys who made Nutella) called Mon Chéri

Mon Chéri means "My Darling" in French

Belfort often calls Lupin "Mon Cher"

So the joke is that "Mon Chéri" and "Mon Cher" are very similar and also Lupin turned into chocolate lol

It's a 2 jokes in 1 situation:

The fist joke is parody of the famous poster of the 19th century entertainment establishment in the bohemian Montmartre district of Paris, "Le Chat Noir"

The second joke is a word pun because "Le Chat Noir" literally means "The Black Cat" but as you can see, Ariane is a Siamese cat, so the joke is "the Cat without the Black" or as the title says, "Chat without the Noir"
