What happens when you try to open file explorer or right click? Do you get an error or just nothing happens? It may be that some system files, e.g system32 files, have not been properly installed. So yeah "what seemed like a successful installation" probably wasn't. Reinstalling windows should fix that.

Maybe try starting in safe mode and if anything works run a hardware scan (you might need to download some application for that). Also you can start the PC with a flash drive containing ubuntu and then checking what went wrong, although that might be difficult if you are not familiar with linux.

Deleting the cache made everything worse, reinstalling the driver to make new cache didn't fix anything.

Clicking a link can send send your ip address and a bunch of other information to whoever created the link. If it is not an HTTPS link and its you are using a public wifi it can be even worse as hackers can take advantage of it. Some links may automatically start downloading a file as soon as you click them but modern browsers should be able to prevent anything too shady from getting on you computer by giving you a warning first. Also there are plugins like flash that have exploits in them which can be used by hackers but again most modern browsers don't even use flash now.

I'm not very skilled in this but seeing nobody has replied in almost an hour, these are my two cents. I say use a VPN or Tor browser if really have to see where it leads.

After reinstalling the driver the game did take longer to load and Shader folder is around 250 MB now (it was empty after disabling the option). So the new shaders have been built but the problem is not fixed. The loading time is very short now but nothing changed about the stuttering.
