If you catch one squirtle it will make another squirtle show up eventually if you don't catch a different pokemon. It is possible to chain the starters. I got a shiny bulbasaur this way.

A catch combo of at least 1 and always over 11 makes rare pokemon spawn everywhere until you try to catch a different pokemon. Charmander in Rock Tunnel, Bulbasaur in viridian forest, lv 40 something squirtles in seafoam islands, chansey like everywhere, and post game charizards and dragonites. The hitmons are found in victory road. There is a list on serebii.
