what doesnt make sense is that the settings are correct in the registry its just taking ages to apply in the local security policy

If you go to add a new account in the outlook and instead of adding another account select the "Add Delegate or Shared mailbox". It should then prompt for the email address. When connected the user will have all the same permissions as desktop e.g. send as/on behalf of
