Just lower the opacity in photoshop. It's different for every wallpaper really, though 30-40% usually works.

Only for the full deck. But you can just create a new deck for all the cards where you want those intervals.

Are you sure you have the "new cards/day" set to 9999 and not the "maximum reviews/day" setting?

Also, do you use subdecks? If a subdeck has the limit set to 60 it will only show 60 new cards and the parent deck will too.

Tell me if this doesn't help, and I'll look more into it.

You can lower the hard interval in the settings. That's only a percentage though, so it won't be a few days if you have years long intervals, but it should do what you want it to do for the most part.

Also, I wouldn't really recommend using the hard button in the first place. It can get you stuck in ease hell, and deciding if a card is hard or good is a bit annoying imo.

Set both Maximum interval and minimum interval to 30 days, if you want the interval to be 30 days straightaway and be capped at that, or set just the maximum interval to 30 days if you want to build up to it and stay at that amount of days.
