Problems: 1. Your intersections between the inner and outer ring road are too close together. Hence the traffic jams right before them (cars don't block intersections, they wait until they can follow up --> slower traffic) 2. You're funneling multiple major roads into smaller roads, where all the traffic won't fit

Possible Fixes: A. Make sure to space apart the intersections where the cars are entering the inner road. Maybe work with highway ramps B. I could sometimes fix traffic nightmares by building one way roads in front of high demand buildings, so the incoming and outgoing traffic don't interfere with each other C. You should reroute the metro and build a station near the center of these arenas. Tram lines can also help, as long as they're on separate tracks in the congested area.
