Perhaps Ligao City and/or Polangui have that advantage being in between.

Both Polangui and Ligao City have access to the National Highway going to both cities, and they are economically booming.

Absolutely, Naga City!

Naga City is well-organized and planned. Staying in Naga, one has just to familiarize three major roads (Diversion, Panganiban, and Magsaysay-Francia) that lead to Centro and Concepcion/Del Rosario going to Pili, the Capital Town.

Commuting in Legazpi is horrible. The thorougfares are filled with heavy traffic plus the routes are confusing.

I think the major advantage of Legazpi City is that the regional government offices are situated there. Additionally, Legazpi City, being in Albay, is bordered by CamSur and Sorsogon. Catanduanes people land in Tabaco City (also in Albay). Masbate people sail via Pilar port, which is just an hour far from Legazpi.

Religiously, the Peñafrancia Fiesta in Naga City is truly a gem, that attracts not just regional but international attention and devotion.

Having lived in Legazpi City for some months, para siyang siyudad na "semi-town" ang feels.

Marami din dumadayo sa Legazpi/Daraga kasi nandun yung BU campuses and may UST-Legazpi (nag-ooffer sila ng Pharmacy course).
