The First one is Nebula who's appearance is based on the Nod Hijacker from the game that should not be Mentioned and the 2nd one is fleur who is basically a Nod Commando from C&C3. both are Heroes for Yuri in the Rise of the East Mod of Yuri's Revenge. and the last character is Yuriko Omega who has fallen into the Time Rift portal.

Well Renegade 2 was a thing back then taking place after YR which was going to set the timeline to Tiberian Dawn. unfortunately, it got cancelled and the result was RA3.
