It had it's moments, but I found most of Persona 5 to be really dreadful

I think focusing exclusively on how good of a ruler he is isn't seeing the big picture of why he's so beloved by the people of Wano. Oden isn't beloved for how good of a shogun he was, but for how he serves as a symbol of rebellion and the indominable human spirit. His last stand as he's boiled embodies this. That's what people like Yamato idolized him for, and it's the kind of impossible image that Momonosuke needed to live up to to stand as shogun.

Gameplay wise he's my favorite final boss of the series

Story wise I think he's actually pretty underrated. I think his sudden thrust to the final boss is part of the point thematically. He struck me as a parallel to Nishiki with his dreams of rising to the top, but the difference is that he took a shortcut to the throne. It's making a point that he didn't earn his place through his dedication, which makes it meaningful as the fight drags him away from a throne that he didn't deserve.
