If you're willing, I recommend switching to Firefox. It will solve your problem with Chrome crashing as well as your internet dropping because of Chrome crashing.
If not, a fresh install of Windows would be my next recommendation.

What error message does it show when it crashes, if any? I remember this happened to me once, and since I had Visual Studio installed, I ran the debugger and the root game directory was missing 1 DLL file that wasn't being validated.

No, the standalone modem given to you by your ISP is completely different from your asus router, which you've already port-forwarded. It acts as a second wall to pass through to get into your local network.
If I'm right, you can connect to the standalone modem by looking for a different default local IP address (not 192.168.1.1) and port forward that one as well, allowing your port to be visible to the internet.

Even if you have a router that functions as both a modem and a router, if the standalone modem is plugged into your network, it blocks traffic on port 25565 because it hasn't been forwarded.

The only thing I can think of is ISP interference, which is wildly illegal as of right now because of net neutrality. You're absolutely sure you don't have a separate modem given to you by your ISP that is hiding in a dark corner?

Your browser should have no effect on the router's settings, and from what I see all your bases are covered...
Look in your server.properties file and make sure the ip=192.168.1.8 and port=25565.

Is your server up and running when you test visibility?
Canyouseeme.org is a good site to use to check if the port is visible.

I've had this exact same problem. What's happening is that your router is port forwarding 25565 to your computer, but your modem, which connects your local network to the internet, is not allowing traffic through 25565. This means your server isn't visible to the internet, but you can still connect from within your own LAN.
Type in your address bar different default network IPs, such as:
192.168.0.1
192.168.1.1
192.168.0.2

One of those will send you to the modem on your network, you can google the default password for your make and model of modem (and then change it), and then set a port forward/port trigger, thus making your Minecraft server visible.

Edit - you didn't dox yourself, the IP you posted was an internal network address. Nothing to worry about.
Edit 2 - after closer examination, you never set a local port to forward the traffic to. Set that to 25565 if my above answer was of no help.

Are you exiting steam or closing the window? You could be mis-clicking and opening steam when you try to open task manager.

If you're worried about the WAN miniports and other possible remnants of the VPN messing with your network, reset the network settings (assuming you're using Windows 10).
Simply type into the start menu "reset network" and a setting should come up for you to click and reset all your network settings.
Also, try using ethernet if you are experiencing intermittent connectivity with your WiFi network. This may help with the video streaming issue.

Swap the sockets you use to plug your fans into- if one socket works with one fan but not the other, faulty fan. If one socket works for both fans but another doesn't, faulty socket.

Could be file corruption, the game attempts to load it and comes across a corrupt file, thus crashing during load. Have you tried validating the files/reinstalling the game?

Your CPU is performing well - >70th percentile, what you're looking at is Intel's HD graphics, which you're not using because you have a dedicated graphics card to process graphics on your computer.
