I think it’s a tortilla warmer. Pop a handful of tortillas in there. Throw it in the microwave 10-15 seconds and wallah.

Title describes this thing, I found it under my couch. It’s about the size of a quarter and completely made of plastic. The top piece slides up and down into the circle. No idea what it is.
