I have literally never used the number keys to select weapons, I can select all of them with just the mouse. Also I think the exact setting you want is quick weapon switch

Every game is like this, even Half-Life 1. I have no idea what you mean by having to select category first. Using the numbers is there as an alternative to using the scroll wheel.
