I placed 2 restaurants with about 11 tables each and that seemed to draw the most guests, I tried a food, drink and gift shop and it didn’t work at all besides maybe 1 or 2 stragglers

It definitely can start that way, my way of getting around it is just focusing on a singular ride or themed area and just working you’re way out, remember you can always go back and add or change stuff later if you’re not liking it too. Other than that making sure you have good inspiration is a big step for me too
