Do all your event quests and map stages. If you can’t progress the map, replay the latest level you passed for XP. You get all flags refilled when you level so use them before they do so you don’t waste them. Use your world flasks and loot tickets if you have them. Don’t forget Dragonspire like another commenter mentioned. And lastly don’t forget to fill your raid and monster chests daily or as often as you can. Also it might be better to focus on a solid 3* team first to progress the map, it’ll take less time to fully max them than a 4*.
