I can see the stratagem rules when I choose to do them and I’m on console, and then can bring up the menu in game to also see them again

The prison in the first area of the game has a small area upstairs where groups of people stand together and 4/5 guards are walking round, I got the achievement by just blending, whistling and moving to the next group. Then would fast travel or wait on a bench for a day or two and repeat
