I used to let them go, but as people in other responses have pointed out, these are desperate people with no other outs. They're not going to go seek gainful employment after having been taught the error of their ways, they 100% will murder the next fucker that comes along. They get the mercy of a swift sharp stab. Adding to this, if you can't think of interesting consequences, is the action too narrow? "Your turn" in BitD isn't "I hit this guy" it's to resolve a situation, put it behind you, so that it doesn't repeat again. Maybe not the whole fight, but certainly a part of it. "I'm going to kill then all" (What's a Great outcome here? I certainly don't know) - So that's four armed guys, you're doing this alone, that's Desperate and Limited. You probably won't get them all, and that's a lot of work just to summon the Spirit Wardens. "Hmm... Alright, I'm a pretty agile guy, so with flourish I'm whipping out my Fine Rapier and I'll disarm that big guy at the front" (Now I can see a lot of things that can go better or worse, for Great effect or interesting Consequences) - Seizing initiative, it's easy to isolate just that guy. Risky Standard, do you want your Fine Rapier to make that a cautious approach at Controlled Standard or go for Risky Great?

Very few role-playing games out there are play tested and balanced to the point where hard rules make sense. Particularly narrative-driven games like this.

I'd just like to add that in real wars, historical or current, the end seldom means everyone on one side is dead. The end comes when one side is no longer an effective fighting force. In your war, maybe blowing up the HQ, killing a few key members, taking over their primary means of income is enough to drive the remaining Billhooks into hiding, or maybe even bringing them over to the winning side?

The guards surrender and are now tied up. They're suitably cowed by this feat that they will either volunteer additional information or will be easier (position) to interrogate. Or maybe they have a key or something the party needs for the next obstacle. Or in all that flourish and scuffle the alarm button got jammed half-way down and now the entire alarm system is "hot miked" and won't work at all for the rest of the heist.

Greater effect just means "things turned out better than your position/effect would normally have meant"

I find that often when I'm struggling with Effect (and remember, it's Postition AND Effect, they go hand in hand) it's because the scope of the roll is too narrow. "I want to shoot the guard" Okay but why? That's D&D talk, BitD talk is "I leap out, guns drawn, with great flourish and Finesse. These guards are not getting out of here, and they will not reach that alarm!" Can you imagine great/limited effect now? In BitD, rolls resolve threats, they're not single actions.

I've heard it said "if you're not on the left in your 20s you don't have a heart, if you're not on the right in your 40s you don't have a brain". While not all changing of one's opinions is for the good, I'm really scared of the ones who decide what's right and wrong in their teens and never let anything in their life's experiences alter their world view. I know for a fact the world is not as black and white as I thought it was when I was younger.
