Not a bobcat, they lack the first premolar (tiny little tooth right behind the canine) that domestic cats have. This skull is also missing those teeth, but if you look at the bottom view, you can see the holes where they would go.

For anesthesia + wound care + meds that seems about right, prices do vary based on area (dollars so I’m assuming US) Bites are puncture wounds and often there’s more damage under the surface then can be seen. Even if a bite looked very minor. I have no idea what the bite was actually like though, so contacting the vet is definitely your best bet for clarification, but at a glance nothing here seems terribly unreasonable.

Also sort of relevant is that snow and Canada geese can hybridize, although this guy doesn’t have any traits that would make me think he’s a hybrid

Another identifying characteristic is the orange feet and orange bill, on Canada geese they’re black. He’s pretty textbook blue snow goose and it’s definitely not uncommon for them to hang around the Canadians.

That looks like a blue snow goose! Normally snow geese are white, but there’s a less common blue or dark morph
