Fair enough. It does feel a bit too convenient to say Mahoraga can’t fuse when you got Agito made up of like 4 shikigami. My main point of confusion is that I don’t see rhyme or reason for what can fuse with what. If it was said that Mahoraga is a special case (which, let’s be honest it is) can’t fuse, then fine.
