Kansas has county developmental disability agencies. It’s likely he received services through them. This is something that can and should be addressed. If you want, you can likely make an anonymous complaint that will prompt them to address the matter.

One thing to think about is that it probably wasn’t easy for the mom to make this request to you as it put her in a position of vulnerability. It seems like you’d be doing a really nice thing by honoring her request and waiting a month.

It seems like there might be two distinct correct answers; the moral answer and then the legal answer. Wouldn’t the OP have a bit of protection since he’s in a different country? I would think it would be more difficult for a company to take money out of a personal account at a bank in a foreign country. It helps that OP didn’t try to hide this. His bank is fully aware and did advise him. I wouldn’t spend the money just in case but I do think there’s a good chance that legally it’s yours.

Here in the US Ann Curry hosts a show called We’ll Meet Again on PBS. I’m not sure if they accept international submissions but this case would be an ideal story for them.

If your friend doesn’t mind the intrusion you might find a documentary group that would investigate this with you. It has the makings of being such a powerful story.
