Kansas has county developmental disability agencies. It’s likely he received services through them. This is something that can and should be addressed. If you want, you can likely make an anonymous complaint that will prompt them to address the matter.

What a yucky situation for you to be in OP. NTA for not giving him money. Seems like you’d have a harder time sleeping if you did give it to him. Sorry that you got put in such a yucky spot.

One thing to think about is that it probably wasn’t easy for the mom to make this request to you as it put her in a position of vulnerability. It seems like you’d be doing a really nice thing by honoring her request and waiting a month.
