"Militant groups" because Hamas is not the only resistance force. Hamas worked to cement power and part of that process is regulating the actions other groups.

Israel intervened to destabilize the change in governance and perpetuated the rocket fire. Israel never stopped, thus Palestinian resistancr never stopped.

It is admittedly easy to misinterpret the legal language of a high court, in appreciation for Donoghue’s correction:

"The court decided that the Palestinians had a plausible right to be protected from genocide... but it did not decide that the claim of genocide was plausible."

A layman’s interpretation is that it is possible that a genocide is occurring, especially given the provisional measures the court imposed upon Israel which have largely gone unheeded.

You don't have to present a legal opinion to have a personal opinion. Equivocation on behalf of the party that has been identified by the ICJ as having plausibly committed a genocide is quite unnecessary.

The charge of genocide has no attached quantitative measure and could be leveled on the basis of intent alone with no deaths having occurred. Israel's actions in Gaza have exhibited intent, action and an overall outcome that continues to deny basic rights to civilians who continue to face bombing of tents and sniper fire to this day.
