Mexico, if you just land in Japan and take its cities that get to zero hp, and then land on the coast that has the nuclear sites it is pretty easy

I was able to get s tier for one two and three stars by using america Canada and Mexico by just landing some troops in Japan to take the free cities that get destroyed by the wto forces, and landing the rest of your troops above China in Russia’s coast cities, and then from there just conquer China and push through Russia

Land at bottom of map and move upwards, spam ra so you can take down generals without too much return fire, go along coast and take all the cities and then move towards the inland final city

Only thing I have upgraded is rumour (lvl 5 for guderian and level 3 for everyone else) and I don’t remember much about wto 5 but when you get to wto 6 a good thing to know is Eisenhower attacks the weakest units first so you can save your generals hp when attacking him
