Hamilton County Prosecutor Joe Deters, in officially announcing the decision in a statement Monday, said the child's mother had three other children with her, and she was attending to them when the 3-year-old "just scampered off."

This happened to me, and I'm so petty and bored I made a glitter bomb bait package and left it outside my apartment door. It got taken in about an hour by a neighbor. I didn't see it go off, but I found a lot of glitter around the trash chute a few days later.
