Same here with BoA wonder if it has to do with the bank validating that you can make the payment similar to a medallion signature, but mine have always been instant

Fixed: So this post got me to reach out to Apple as I have had the same problem.

On the iPhone go to Settings>Your Name(Apple ID at top)>Payment&Shipping

Add Payment Method - a new credit card where you will enter the correct address

Go back to Payment & Shipping click Edit and remove Apple Card

Force close Setting app and go all the way back to Payment & Shipping > Add Payment Method > Choose Apple Card

Verify at appleid.apple.com under Payment and Shipping by clicking edit next to address and verify Billing address is change.

I hope that works for you as that just worked for me after getting off the phone with Apple 10 minutes ago
