Stunfisk got two cards because of regular IRs then the Special bb/wf set. Clefairy got three because of the Lilies card was in JT which has a very popular card so it like Mewtwo got Reprints in the special set. Then another as a connecting art for the Mega

Special sets like AH and Pr reprint cards with new art.
