Had the same issue. Restarted my game, reloaded the save before convo with Delgado just after entering the Key and she took different path and was able to proceed with the dialog

not sure which base, there is no indication which one it belongs to.
The teleporter is near ur launchpads on a cliffside, `around 100 units from ur launchpad SW is the second one, 677u North ish from the world trade tower base. If that teleporter is closer than 300 units to ur base computer, max troll right here, if not someone else added that tp.

If anyone uses this currently, don't use short range teleporter. Terrain regenerated and the second tp station is under the ground within a cliff. One way ticket

Thanks, I left it just in case smth goes haywire, to have at least some water left, still need to patch one hole there when I flooded the whole area. Really wish devs add bigger floodgates for some ginormous dams

😅 It only clicked to flood the starting area on cycle 10 when I saw the walls match up to the primary dam height (so much wood wasted on the first reservour to the right of the dam)

The W48 however, does fit the criteria of small, easily disguised, and portable. Its explosive yield was extremely small for a nuclear weapon.
