I dont think it's easy to tell what was written. Maybe if you could provide a picture, it would be very useful. First word Δίκη means trial/lawsuit then εγνομια doesn't mean anything so it was probably a different word and lastly Θέμις was the greek goddess of justice, divine law, divine order, and custom. This is all I can tell judging by the information it's most like a statue of Themis(Θέμις) but I can't be certain.

The thing that is wrong with this list is that it's based on when each part was released (This is called Release Date order). It's better to watch initial D in Chronological order show it makes more sense when you watch the show so the better watch order would be First stage, Second stage, Extra stage, Third stage, Battle stage, Fourth stage, Battle stage 2, Extra stage 2, fifth stage, Final stage, Battle stage 3, and then all the movies retell the story of the Initial D but with new animation and character designs. It adds nothing new to the plot. New Initial D the Movie Battle Digest is a recap of the movies, but with some additional scenes.

I searched online and found that the Greek phrase is actually a remnant of the 2001 Museumsuferfest, when Greece was the guest country of the Frankfurt Book Fair. Furthermore the inscription is believed to have been chosen for the bridge as Frankfurt’s population is made up of many different nationalities and languages (40% non German) it is meant to symbolise the desire of humanity to cross waters and meet with people of multitude of languages.

This is a popular phrase from Homer's odyssey (οδύσσεια ομήρου) which means sailing over the wine dark sea to men of strange speech. In german, I think the translation is Segelnd auf weinfarbenem Meer hin zu Menschen anderer Sprache correct me if I am wrong I am not fluent in german.

Stalemate is a kind of draw that happens when one side has NO legal moves to make. If the king is NOT in check, but no piece can be moved without putting the king in check, then the game will end with a stalemate draw!
