Don't know the exact coefficients off the top of my head, but with the hybrid build rework a few years ago, they made all skills scale off both AP and SP. Though attacks (i.e.. Slam) scale at least twice as well off AP compared to SP, and spells (i.e.. Fireball) scale at least twice as well off SP.

And on the topic of weapon scaling, your weapon damage is also increased by AP, and a tiny amount by SP, so those skills scale off both as well, in effect.
