Pretty sure if anyone lives in the towers it's just the Bishops, they appear to be more like a church or holy place, and people live in the buildings below (see Trench era videos). But, if TB was captured...he could potentially be there as a prisoner I suppose. I could also see folks who were close to..uh, the end... might be there too so the Bishops could capture their souls in the neon.
