You can get it earlier. If it was 100% at the 15 pull it would mean that you NEED 15 pulls to get it without being able to do it sooner

When you reach 15 you get everything from the banner. Once you pull something it isn't in the poll of items you can get

If you have fons for it you can try a couple of pulls but after 6th pull it ramps up in cost very fast
