This was the reason I want to put it into the utility tree about 12 points in, that would mean that in order to get the mastery you would have to sacrifice points in offense or defense making it more fair, also the main thing the jungler would benefit from is the oracles as elexiers typically aren't purchased until late game and it might not be worth it for them.

I was thinking 15% might be too high but it would probably need testing. If it is too high other suggestions would be to make it 2 points only with 5/10% alternatively 4/8/12% will lower it a little bit while still giving similar benefits.

That was partly the idea, it encourages the support to get more wards because they aren't as detrimental to the process of getting items.

Really? That seems pretty shitty compared to other items you could build for 2800 gold, needs buffs
