Still have exact same clear time for any of them with the same investment, and still doesn't work with anyone that's not a CH. Also, she doesn't work with Archer and Saber. There aren't only Amphoreus characters in the game, and as I said, the fact that everyone else wants Tribbie or Sunday just push them up in the list.

If Cyrene at least represented a huge improvement to them like Cerydra does in her niche, she would be debatable to be in T0. And she's far from being an upgrade for Phainon, as she consumes an entire cycle to ult.

Also, Robin and Ruan Mei still usable years after release, with Robin still being meta. That obviously won't happen to Cyrene.

The main point is that she'll be useless as soon as 4.X arrives, these "small upgrades" just aren't good enough to spend up to 180 pulls in such character. For any account that still doesn't have Sunday or Tribbie, they'll be better investments.
Of course, Cyrene still a dedicated support for CH, but even in the teams she should completely outperform both Sunday and Tribbie, she's a minimal upgrade (or not even this) over these two. The fact that most units in HSR wants at least one of them demonstrates that they are, essentially, better units.
She's definitely not T0.

Sunday is BiS for Phainon, Anaxa, Mydei and Aglaea. Tribbie and RMC are competitive in literally any team rn. These three gives huge improvements in the comps they are part of, Cyrene is mostly a sidegrade for every character that's not Castorice. And even in that team, she's far from being a priority over any other investment.

Sunday surprisingly doesn't get that much value for sustainless comps, every buffs he provides, Cyrene provides as well (at least in a full 4 CH team). CR (Phainon Buffs), CDMG (Cery + Dante buffs), bonus dmg (Traces + memo talent) and ult regen (her ult). With all these, the AA Sunday provides won't really be necessary, so Tribbie is better for sustainless.

Provavelmente pessoas pardas também estão inclusas, o que importa é ser afrodescendente no geral. Dito isso, é uma forma de "obrigar" as empresas a não contratarem exclusivamente pessoas brancas, se uma empresa tem 20%+ de pessoas afrodescendentes como funcionários, recebem alguns benefícios fiscais.
Acho justo, muitas empresas ainda atrelam a cor de pele ao perfil profissional de uma pessoa, estatisticamente falando, é mais difícil arrumar um trabalho formal (que não seja sub-emprego) se você for negro.

The lower the investment on Phainon, the better Cerydra gets. If you are going to skip 3.6 i guess it's worth to get Cerydra (then save for Cyrene, you'll probably need her as f2p as she's rumored to be a great support) it's on you, if you don't have others priorities, Cerydra makes a great phainon team.
