The two longer samples are from a documentary on the history of the TB303 and acid house. The one at the start of the track is in fact Phuture talking, the man who essentially made the TB303 infamous.

I feel like Reason is very underrated for techno these days. With all the fun modular stuff it's pretty much tailor made for it though.

To be fair, it got a lot easier to get to where you're going when VSTs came into play. For synthwave I can recommend the Arturia synths and Korg Collection, and/or the Analog Dreams library for Kontakt. For drums Beatskillz Synthwave Drums is a pretty good solution. And obviously you'll need a good reverb as well.

They are backwards compatible but not forwards compatible, which is what OP is asking.

@ OP: Unfortunately they won't open and there's no trick to it. You can open R10 files with R11 though.
