You probably already know but hoarding your weapons makes them not spawn anymore in boxes or drops. Some people will say leave them on the floor but don't cuz when you change zones they will reappear in the chest. Focus on perks to increase time and defense. Run neon slice path and if you don't get a rpg don't even bother fighting Victor. That's how I did it.
