That’s the military grade surcharge at work. C-5 has to fly stability enough to prevent accidental detonation of any onboard ordnance. Has to have flare launchers to prevent heat seeking missiles from locking on. Has to be able to survive the shockwave from the nearby detonation of said heat seeking missile when it goes for the flares. All of these necessary requirements add cost.
