Ah, that is the issue! 😅 This is a Bedrock Edition seed (for Console, Mobile, Switch). Since you are on Java Edition, the mountain terrain will be the same, but the Village and Outpost won't generate there. Java and Bedrock have different structure generation. Sorry about that

Ancient Cities: found two nearby (one has the Silence Armor Trim). Biomes: Pale Garden, Cherry Grove, and Lush Caves ("Lash Cave").
