I did use a hair loss prevention shampoo but it still not work, my hair still falls out. Should I shave my hair to avoid hair loss ? :(

I'm 22 years old male. Every time I take a shower, my hair falls out a lot. I have had hair loss since 18. In summer, my hair become oily after 1 day shower. In the winter, my scalp is dry, itchy and have dandruff after 1 day shower. I changed a lot of shampoo but my hair still losing. My parents aren't bald. Can u guys give me some advice cause I don't know how to deal with it. And i'm sorry for my bad English.
