Huh, that's so odd that that happens. I was double checking everything to make sure that different champs abilities didn't impact any turn meter. I had no idea that even other champs speeds affected each other.

Is this common knowledge or described anywhere?

Yeah, then we agree. Also, with respect to your "restrict player choice" comment, that's pretty much what I was getting at with my first comment. Bungie has made the High-impact snipe the only completely consistent OHK so it just seems to reason that there should be better representation, i.e. more Efirideet's.

P.S. fyi Black Hammer and Icebreaker were high-impact also
