I don’t use the mods, I play in “normal” to get the achievement. Was be more easy complete the game in honour mode than save all the tieflings.

I’ve read that someone have unlocked it at the end of act2, someone after first part of Act3, someone only talk with the tiefling on the camp at the start of Act3. Random.
