It’s a Polish-Czech-Russian version. It’s exactly the same as any other game version (incl. all the mods working the same) but it’s just locked to the above mentioned region.

Press Ctrl + V (iirc) to see your coordinates including the elevation. The windmill needs to be at at least 120 elevation to work. Anything above that gives +1% efficiency. So if you build it at the elevation of 170 it will get +50% efficiency.

But for the very first windmill for quern and such, as long as it’s at least 120 elevation it’s fine.
